On December 5, the Government issued Decree No. 112/2011/ND-CP on regulations for civil servants of communes, wards and townships. Under this Decree, the recruitment of civil servants must be based on mission requirements, the standard title and number of civil servants in each title of the People's Committee of provinces and cities directly under the Central Government.

To help enterprises, organisations and individual minimize difficulties, the Government issued Decree No.101/2011/ND-CP dated November 04, 2011 detailing the implementation of the resolution No.08/ 2011/ QH 13 dated August 06, 2011 of the National Assembly on additional issuance of some tax solutions to remove difficulties for enterprises and individuals.

On November 1, 2011, the Ministry of Labor, Invalids and Social Affairs issued Circular No. 31/2011/TT-BLDTBXH guiding implementation of Decree 34/2008/ND-CP dated 25 March 2008 of the Government and Decree 46/2011/ND-CP dated 17 June 2011 of the Government amending and supplementing number of articles of Decree 34/2008/ND-CP of the Government regarding recruiting and managing foreign labor in Vietnam.

On 18 July 2011, the Government issued Decree No. 59/2011/ND-CP on the transformation of 100% state-owned enterprises into joint stock companies .The purpose of transformation of state-owned enterprise into joint-stock company is to improve efficiency and competitiveness of the economy.
