The seminar was chaired by Mr. Nguyen Khanh Ngoc, Director of the Department of International Law - Ministry of Justice. Participants includes representatives of the Supreme People's Court, the Supreme People's Procuracy, Ministry of Foreign Affairs, Ministry of Planning and Investment, Ministry of Finance, State Bank of Vietnam, Ministry of Transportation, Hanoi Law University, Ho Chi Minh City Law University, lawyer practicing organizations and relevant departments of Ministry of Justice. Experts of JICA and national experts also participated in the seminar.

The amendment of Section 7 of the Civil Code 2005 is a part of the general strategy to institutionalize the State's major policy on building the rule of law State and the socialist-oriented market economy, specifying provisions of the Constitution 2013, and meeting international integration and law reform. Accordingly, besides the common viewpoints and basic directions to the amendment of the Civil Code 2005, the amendment of Section 7 needs to  focus on some particular directions especially overcoming the inadequacies of current regulations and  harmonizing existing regulations and standards with general rules of the international community.

With the above directions, the amendment of Section 7 should meet a number of requirements to ensure feasibility of the scope of adjustment, actual conditions of Vietnam and overall progress of the amendment of the Civil Code 2005 in general. In addition, the amendment of Section 7 must ensure the international integration, absorb common legal standards internationally recognized, and be in harmony with other sections of the entire Civil Code.
