The Central Commission for Internal Affairs and the Ministry of Justice: Coordinating more effectively in addressing corruption cases

On 10 August 2016, a conference on collaboration between the Central Commission for Internal Affairs and the Ministry of Justice was held. Head of the Central Commission for Internal Affairs Phan Dinh Trac and Justice Minister Le Thanh Long co-chaired the Conference.
The Conference saw the presence of leaders of the Central Commission for Internal Affairs and the Ministry of Justice, and heads of attached units of the two agencies.
Focusing on dealing with corruption cases
On behalf of the Ministry of Justice leaders, Deputy Minister Tran Tien Dung reported results of judicial activities in the first 7 months of 2016 and tasks of the remaining months of 2016. Accordingly, the Ministry of Justice implemented comprehensively key activities in all aspects, closely following the direction of by the Government and the Prime Minister. The tasks of the Ministry were done with the ensuring of the quality and progress according to programs and plans, in which some activities have positive changes and reached high results.
In terms of internal affair activities, the Deputy Minister emphasized that the Ministry of Justice has been working closely with relevant ministries and ministerial level agencies to fulfill assigned tasks, particularly the legislative development. The Minister has completed drafts of Law on State Compensation (amendment) and Law on Legal Aids (amendment). The Ministry of Justice has also summarized 10 years of implementation of Resolution No. 48-NQ/TW of the Politburo and reported to the Central Commission for Internal Affairs.
According to Deputy Minister Tran Tien Dung, the enforcement of civil judgment in criminal cases has been focused, especially in corruption cases. The Ministry of Justice has issued guides and direction to settle particular case including Vinashin and Vinalines. The field of judicial assistance under the management of the Ministry has also contributed to the settlement of typical corruption cases.
Tracing assets corrupted
Besides the above results, the activities of the Justice sector also have some backlogs and limitations. For example, the settlement of asset matter in corruption cases faced some difficulties. In addition, the activity of judicial expertise has not really met practical requirements, especially in the adjudication of cases of corruption. Therefore, at the Conference, heads of units attached to the Ministry, including Director of Department of Judicial Assistance and Director of General Department for Civil Judgment Enforcement, proposed some recommendations, focusing on tracing assets corrupted.
Speaking at the Conference, Minister Le Thanh Long highlighted some challenges faced by the Ministry of Justice in current context which need the support and collaboration of the Central Commission for Internal Affairs such as major orientations when making important laws, including Law on State Compensation (amendment) and Law on Legal Aids (amendment), Law on Property Auction, Law on Property Registration and the Penal Code (amendment). In particular, the Ministers agreed to develop regulations on coordination between the two agencies to institutionalize of the field of unified coordination./.
