The working session was held with the participation of representatives of the Central Steering Committee for Judicial Reform, the Party Central Committee's Commission for Internal Affairs; the People’s Supreme Procuracy, the People’s Supreme Court and the State President Office. Minister of Justice Ha Hung Cuong, Deputy Ministers Dinh Trung Tung, Nguyen Thuy Hien, Nguyen Khanh Ngoc and Phan Chi Hieu attended the working session.

Reporting at the working session, the Justice Deputy Minister Nguyen Thuy Hien emphasized that from October 2014 to June 2015, the civil judgment enforcement system settled nearly 355,000 cases, collecting over VND31 trillion in fines. In addition, the Ministry and the civil judgment enforcement system have paid much more attention to the judicial reform in enforcement agencies. After the NA passed the Law amending and supplementing some articles of the Law on Civil Judgment Enforcement, the Ministry of Justice has collaborated with the relevant agencies to amend and supplement provisions relating to this field, ensuring the harmonization and unification of such regulations as well as removing difficulties and obstacles, which contributed to improving the effectiveness of the civil judgment enforcement. However, shortcomings and limitations still remain in civil judgment enforcement work mostly due to the lack of management mechanisms on the assets of cadres, civil servants, and citizens, said Hien.

Addressing at the session, President Truong Tan Sang, Head of the Central Steering Committee on Judicial Reform praised the results achieved in the work of civil judgment enforcement over the past nine months. The President said that the improvement of the legal system concerning civil the judgment enforcement is very important. He highlighted that cash dominance in market transactions posed a challenge to monitoring organizational and individual assets. Therefore, he asked the Ministry of Justice to draft the proposal of the law on property registration and bailiffs as crucial steps towards transparency and asset identification for judgment enforcement.

The President also called for more research into models of property registration and asset attachment to ensure successful judgment enforcement of developed countries. What is more, in order to improve judgment enforcement and judicial reform in this field, the closer co-ordination among enforcement agencies and relevant agencies, sectors and localities is very necessary.

In response to the conclusion of the State President, Minister Ha Hung Cuong affirmed that the whole Sector will well implement the new provisions of the Law amending and supplementing some articles of the Law on Civil Judgment Enforcement; review major cases under such new regulations; and coordinate more closely with related agencies to solve existing limitations and shortcomings. The Minister promised to continue strengthening internal solidarity, tightening administrative discipline, and improving the cooperation with the relevant agencies, meeting the expectations of the Party, the State and the People for the activity of judgment enforcement./.
