Seven key tasks of the Justice sector in the coming time

Deputy Prime Minister Truong Hoa Binh requested the Justice sector to perform seven key tasks in the time to come, as follows:
Firstly, legislative development must be improved. Accordingly, the first key task of the Ministry of Justice is more active in advising the Government and the Prime Minister in implementing measures to improve the quality of legislative development. In order to do so, the law-and ordinance-making programs passed by the National Assembly need to be strictly implemented. What is more, the Ministry of Justice has to regularly monitor and urge ministries and ministerial level agencies to comply with the progress of drafting legal documents.
Secondly, the Ministry of Justice needs to actively advise and assist the Government and the Prime Minister to focus on legislative development associated with law enforcement organization. Moreover, effective measures should be deployed to implement the Law on Civil Status, newly-adopted Law on Promulgation of Legal Documents and others directly impacting the socio-economic life, including the Civil Code (as amended) and the Penal Code (amended).
Thirdly, targets set by the National Assembly and the Government on civil judgment enforcement must be reached by concentrating all resources. Especially, the Sector has to pay much more attention to complex and prolonged cases, cases related to credit and banking to definitely handle such cases, to promptly remove difficulties and obstacles, creating a good business investment environment.
Fourthly, the Sector has to further improve the effectiveness and efficiency of State management in the field of judicial administration, and to develop public services in the field of judicial assistance and legal aids towards socialization. In addition, enhancing the role of lawyers in proceedings should be emphasized, contributing to the protection of justice and ensuring the compliance with the 2013 Constitution and laws. The Ministry of Justice coordinates with the Vietnam Bar Federation to strengthen the organization and personnel.
Fifthly, the Ministry of Justice focuses on performing effective measures to implement the Scheme to build Hanoi Law University and Ho Chi Minh City Law University to become two key legal education institutions; and to build the Judicial Academy to become a major center for training judicial sector officials according to the Resolution No. 49-NQ/TW on Judicial Strategy until 2020. Judicial Academy expands training field to staff being responsible for legal document appraisal of ministries, agencies and organizations in need.
Sixthly, the whole Sector must implement tasks and solutions for administrative reform and administrative procedure management set by the Resolution of the 12th National Party Congress and the Government's Resolutions to improve the business investment environment; actively implement the policy of the Government on building e-government; and apply IT in the field of judicial work.
Seventhly, the Ministry of Justice should develop judicial staff with higher qualifications, being able to participate in dealing with international legal issues and actively proposing to the Government, ministries, and agencies to resolve legal issues arising in the negotiation, signing and implementing international treaties. What is more, it is very necessary to continue to review and improve the legal system to bring it more in line with Vietnam's commitments in terms of the EU-Viet Nam Free Trade Agreement (EVFTA) and the Agreement on the Trans-Pacific partnership (TPP).
The Ministry of Justice should also cooperate with the Ministry of Foreign Affairs, the Supreme People's Court and the Supreme People's Procuracy in the training of highly qualified expert in public international law and private international law to participate in the proceedings, including public international law cases and international litigation./.
