- Decree No. 121/2010/NĐ-CP dated 30 December 2010 amending and supplementing some articles of the Decree No. 142/2005/NĐ-CP dated 14 November 2005 of the Government on collection of land rental and water surface rental. This Decree stipulates the amendments and supplements of some articles of the Decree No. 142/2005/NĐ-CP dated 14 November 2005 of the Government on collection of land rental and water surface rental. This Decree will come into effect from 01 March 2011. This Decree will cancel the regulations of Article 12 of the Decree No. 69/2009/NĐ-CP dated 13 August 2009 of the Government on land zoning, land withdrawal, compensation and upport for resettlement.

-  Decree No. 10/2011/NĐ-CP dated 26 January 2011 amending and supplementing some articles of the Decree No. 141/2006/NĐ-CP dated 22 November 2006 regarding the issuance of list of legal capital levels of credit institutions. This Decree amends the item 1, Article 2 and Article 3 of the Decree No. 141/2006/NĐ-CP dated  22 November 2006 of the Government in issuance of list of legal capital levels of credit institutions. This Decree will come into effect from 15 March 2011.

2. Ministry of Finance

- Circular No. 219/ 2010/ TT-BTC dated 30 December 2010 guiding the criteria for determination of prestigious insurers in maritime sector in accordance with the Ordinance on Procedures for arresting vessels. The Circular shall come into effect from 01 March 2011.

- Circular No.09/ 2011/ TT-BTC dated 21 January 2011 guided the value added tax, corporate income tax in insurance business. The Circular shall come into effect from 7 March 2011.

- Circular No 12/ 2011/ TT-BTC dated 26 January 2011 on amending Circular No.84/ 2008/TT-BTC dated 30 September 2008 of the Ministry of Finance guiding the implementation of a number of articles of the Law on Personal Income Tax and amending Circular No. 02/ 2010/ TT-BTC dated 11 January 2010 of the Ministry of Finance guiding further Circular No.84/ 2008/TT-BTC dated 84/ 2008/TT-BTC dated 30 September 2008 of the Ministry of Finance. The Circular shall come into effect from 12 March 2011.

- Circular No. 06/2011/TT-BTC dated 14 January 2011 amending and supplementing the Circular No. 103/2007/TT-BTC dated 29 August 2007 guiding the implementation of the Decision No. 59/2007/QĐ-TTg dated 07 May 2007 of the Prime Minister which gives regulations on criteria, norms and management on vehicles of State-owned offices, public non-business entities and the State-owned companies. This Circular give guidance on purchases and replacement of automobiles for managing officers as mentioned in Article 8, Article 10 of the Regulations issued together with the Decision No. 59/2007/QĐ-TTg. This Circular give guidance on purchases and replacement of automobiles of the 100% State-owned companies as mentioned in Article 9 of the Regulations issued together with the Decision No. 59/2007/QĐ-TTg. This Circular will come into effect from 01  March 2011.

3.Ministry of Industry and Trade

- Circular No 01/ 2011/ TT-BCT dated 14 January 2011 amending Circular No.36/ 2010/ TT-BCT dated 15 November 2010 of the Ministry of Industry and Trade implementing the Rules on Procedures for issuing and controlling origin, modification and the Rules of specific items according to the harmonized system 2007 in the Agreement on Trade in Goods of the Framework Agreement on Comprehensive Economic Co-operation between ASEAN and the People’s Republic of China. The Circular shall come into effect from 1 March 2011.

- Circular No 02/ 2011/ TT-BCT dated 28 January 2011 guiding Decree No. 119/ 2007/ ND-CP date 18 July 2007 of the Government on production and trading tobacco. The circular shall come into effect from 14 March 2011.

4. Ministry of Planning and Investment

Circular No 01/ 2011/ TT-BKHDT dated 04 January 2011 making detailed provisions on inspection of bidding works. This circular shall come into effect from 1 March 2011.

5. Inter-ministerial Circular

Inter-ministerial Circular No. 01/2011/TTLT-BLĐTBXH-BYT dated 10 January 2011 guiding the works of labor safety and sanitation in the entities employing laborers. This Circular stipulates the organization of mechanism, responsibility assignment, planning, self-examination, statistics, report, preliminary summary, general summary on works of labor safety and sanitation in entities employing laborers. This Circular is applied to all offices, enterprises, entities employing laborers and operating within the territory of Vietnam except for State administrative office, political and social organizations, social and occupational organizations and non-government organizations headquartered in Vietnam. This Circular will come into effect from 01 March 2011. This Circular will cancel the inter-ministerial Circular No. 14/1998/TTLT-BLĐTBXH-BYT-TLĐLĐVN dated 31 October 1998 of the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Health, the General Labor Federation of Vietnam guiding the works of labor safety in enterprises and business entities./.-ITD
