Conference reviewing 5 years of Judicial Record Law implementation

On May 5th, Ministry of Justice organized the conference reviewing 5 years of Judicial Record Law implementation. Deputy Minister of Justice Nguyen Khanh Ngoc chaired the conference. The delegates attending the conference reviewed the results after 5 years of enforcing the Law and made many proposes, requests with the hope that the Law will be amended, supplemented to be more effective.
Provided more than 1.240.000 Criminal Record Certificates
Presenting the draft report, Director of National Center for Criminal Record Hoang Quoc Hung emphasized the achievements after 5 years of deploying the Law. Noticeably, the awereness of the role of criminal record management as well as the meaning and value of Criminal Record Certificates has been raised. The information for Criminal Record database has been regularly enriched, of which the National Center for Criminal Record processes around 99.15% of received information meanwhile the percentage of that at provincial Justice Departmentss is around 91%.
The procedure of issuing Criminal Record Certificates is gradually being improved in a more convenient way. Especially, IT solutions have been applied to reduce the time for verifying information and returning the certificates, which help simplifying administrative procedures in the criminal Record field. Over the past 5 years, more than 1.240.000 Criminal Record Certificates have been issued nationwide.
Beside the positive results, lots of disadvantages appeared in the process of deploying the Law. Therefore, Ministry of Justice proposes to amend the Law to meet the requirements of the 2013 Constitutions and be synchronized with current legal system.
The regulations for Criminal Record Cerificate No.2 need to be amended
Agree with the results and inadequacies after 5 years of enforcing the Law, the delegates from Ministries and departments also gave a lot of recommendations on the Judicial Record service, especially the matters releating to the model of criminal record database management and the issuance of Criminal Record Card No.2.
Addressing at the conference, Deputy Minister of Justice Nguyen Khanh Ngoc appriciated the achieved results over the past 5 years and mentioned some shortcomings that need to be dealt with. He also emphasized that the Law on Judicial Record need changing to become more practical.
Also at the conference, on behalf of the Justice Minister, Deputy Minister Le Khanh Ngoc granted Merit Certificates to some groups and individuals.
