In a session chaired by National Assembly vice chairman Uong Chu Luu, the majority of deputies agreed not to establish inspection organisations that work independently.

Deputy Nguyen Minh Thuyet of Lang Son Province gathered the support of several other deputies in arguing that there should be only one inspection office under each ministry. They did not believe that inspection offices should be established under general departments and other departments which are under ministry control because they would make the bureaucracy even more cumbersome.

Inspection officers should thoroughly know the subject under the scope of their review, Thuyet said, suggesting that inspectors be chosen from staff of each ministry in question, a system that would be more efficient than independent inspection offices.

"In sectors like banking, taxation and forestry, these types of inspection offices are already working very well," agreed deputy Pham Phuong Thao from HCM City.

Deputies' discussion of the draft Law on Administrative Litigation in the morning focused on Article 104 of the draft law, regarding procedures to bring an administrative case to court.

The article as proposed states that individuals, offices or organisations who disagree with administrative decisions or actions can bring the case to court, without lodging a complaint at the relevant departments before. — VNS
