From the beginning of 2022 up to now, the world has changed rapidly, complicatedly, and been faced with many unprecedented developments, having great impact on many countries, regions and socio-economic development in our country. Thanks to the drastic action taken by the whole political system under the CPV’s leadership; the National Assembly’s support; the drastic, flexible, creative, effective, practical, appropriate, timely, focused and concentrated direction and administration by the Government and the Prime Minister; the efforts made by central and local authorities; the united effort and consensus of the public and businesses; and the effective support from international friends, the socio-economic condition in the first 8 months of 2022 has recovered significantly and achieved many important achievements in most fields.
Macro-economy has been maintained stably; inflation has been kept at a low level; major balances of the economy have been achieved. Consumer Price Index (CPI) in the first 8 months this year increases by 2.58% on average. Currency market is basically stable; interest rates and exchange rates are maintained reasonably; public debts are duly controlled. Economic growth gets recovered at a fast speed; many major economic activities develop robustly, especially industry and service; the agriculture develops in a stable manner. There are positive outcomes of attraction of investment capital and development of businesses. More attention has been paid to the prevention and control of COVID-19 epidemic, vaccination and treatment of patients. Cultural and social fields have been cared for with a lot of solemn, meaningful, safe and practical events that have been held. Social security has been guaranteed; people's living standards continue to improve. National defence and security have been enhanced; social order and peace have been maintained. Diplomatic and international integration activities have been promoted. More emphasis is placed upon information and communication affairs, contributing to upholding public trust and achieving high public consensus. Dealing with regular tasks in a proper manner; promptly addressing emergent issues or problems; and focusing on clearing pending issues or problems. Many prestigious international organizations continue to give Vietnam great credit for its economic condition. According to Moody's credit rating system, Vietnam has been raised from Ba3 to Ba2 with the "stable" outlook; according to S&P’s credit rating system, to BB+ with the “stable” outlook; according to Fitch’s credit rating system, Vietnam is rated BB with the "positive" outlook. Nikkei Asia has raised Vietnam's COVID-19 recovery index to the 2^nd place in the world. International financial and monetary institutions and many experts have raised their forecasts for Vietnam's economic growth.
In the coming time, there is a forecast that the international situation will continue to develop complicatedly and unpredictably, especially the strategic competition between major countries and the conflict in Ukraine that will remain complicated; the inflation rate will be high; the interest rate tends to increase; monetary and fiscal policies in many countries are tightened; prices of crude oil, gas and some basic commodities will fluctuate sharply; global economic growth will decline, leading to narrowing of international market, potential risks of economic recession and to financial stability, currency, public debt, energy, food security and regional and global geopolitical tensions. Meanwhile, epidemics, natural disasters, floods, droughts, and climate change are more complicated and extreme, greatly affecting many countries and regions around the globe. In our country, the economy will face a mix of opportunities, advantages, difficulties and challenges, out of which difficulties and challenges will predominate, especially pressure from increased inflation, exchange rate, production and business costs; the limited demand of traditional export markets; climate change, natural disasters and epidemics will remain unpredictable, greatly affecting production activities and human lives.
To such context, such actions as maintaining macroeconomic stability, controlling inflation, promoting growth and ensuring major balances of the economy are urgent; of strategic significance; are prioritized and concentrated permanently in the coming time to contribute to the successful implementation of the goals and tasks specified in the Resolution of the 13^th CPV National Congress, 5-year and annual socio-economic development plans. In the rest of 2022 and in the coming time, the Prime Minister is commanding Ministers, Heads of ministerial-level agencies, governmental bodies, and Chairpersons of People's Committees of provinces and centrally-run cities to continue to drastically, uniformly and effectively implement the tasks and solutions referred to in the Resolutions of the CPV, the National Assembly, the Government and the direction of the Prime Minister; according to the assigned functions, tasks and remit, to focus on thoroughly grasping and seriously implementing the following key viewpoints, orientations, tasks and solutions.
Ministers, Heads of Ministry-level agencies, Heads of Governmental bodies, and Presidents of People’s Committees of centrally-affiliated cities and provinces, shall focus on thoroughly grasping, taking urgent, intensive and extensive action to promptly and effectively implement and direct agencies, organizations and units under their management to strictly perform the tasks mentioned in this Directive; shall be held directly accountable to the Government and the Prime Minister for their implementation and performance.
Ministries, central and local authorities shall regularly take active actions, closely cooperate and monitor the socio-economic changes occurring in the world and in Vietnam; analyze, forecast and develop response scenarios and plans within their competence. If beyond their competence, they must consult with the Government and the Prime Minister on appropriate response actions and measures.
