The Seminar was co-chaired by Deputy Minister of Justice Nguyen Khanh Ngoc, Mrs. Rabea Brauer, Head of the KAS office in Vietnam and Mr. Nguyen Van Hien, Head of the Institute of Legal Science, the Ministry of Justice.

Delivering the opening speech, Deputy Minister Nguyen Khanh Ngoc stressed that the principle of independent judiciary is the foundation of most modern law-based states. This is an important principle in the organization and operation of the modern judicial system in the world. The recognition of this principle is found in the law of nations and international treaties. There have been many different ways in the use of various mechanisms to ensure the application of this principle, in which the model of National Judicial Council is one of the mechanisms applied by many countries. Deputy Minister affirmed that the Party and State always interested in the development of the judicial system, in which the Court is the centre of that system.

Sharing information about the operation and support of KAS in Vietnam, Mrs. Rabea Brauer, Head of the KAS office in Vietnam said the Institute shall continue supporting Vietnam in terms of legal and judicial reforms to promote economic growth and attract investment, helping Vietnam to more develop in the future. Mrs. Rabea Brauer hoped that the support of KAS shall contribute to the success of reforms and achieve common goals set by the two sides.

In addition, during the Seminar, representatives from Office of the National Assembly, the Supreme people's Court, the Hanoi Law University, the Vietnam Lawyers Association, the Judicial Academy and the Institute of Legal Science discussed the principle of independent judiciary and the model of National Judicial Council from multiple perspectives.

In the context of international integration and judicial reforms, the organization of the Seminar is very helpful for Vietnam, which aims to provide and share information, to lift awareness, to learn international experience of the administration of justice, and to ensure the principle of independent judiciary and the model of National Judicial Council around the world.
