Reviewing 10 years of implementation of Politburo Resolution No. 48-NQ/TW on the Strategy for the development and improvement of the Vietnam legal system to 2010 and direction for the period up to 2020

On 14 September 2015, the Ministry of Justice in collaboration with the National Legislative Development Project (NLD) held a workshop to collect comments for draft report on the 10 years of implementation of Resolution No. 48-NQ/TW of the Politburo on the Strategy for the development and improvement of Vietnam legal system to 2010 and direction for the period up to 2020 (Resolution No. 48). Mr. Nguyen Hong Tuyen, Director of Department of General Affairs of Legislative Development and Mr. Isabeau Vilandre, NLD Project Field Manager co-chaired the workshop.
According Mr. Nguyen Hong Tuyen, the Resolution No. 48 is a significant document in the legislative policy planning of Vietnam. Indeed, the Resolution, pointed out fundamental and comprehensive steps and solutions to the legislative development and implementation. Under the evaluation of the Ministry of Justice, after 10 years of implementation, the Vietnam legal system has been improved to ensure the consistency, coherence, feasibility, publicity, transparency and accessibility, contributing to the comprehensive development in socio-economic life of the country, the political stability, the economic development, ensuring of human rights, rights of freedom, democracy of citizens, responding to the requirements of socio-economic development, international integration, turning Vietnam into an industrialized country in 2020. Especially, the mindset of legislative development has been positively changed after a decade of the Resolution implementation. In the time to come, with the new requirements in the status of legal system, the direction to develop, improve the socialist rule of law State in accordance with the 2013 Constitution, the direction for socio-economic development after 30 years of reform and international, regional context, the improvement, development of legal system, the ensuring of effects and efficiency of laws is indispensable, Mr. Tuyen emphasized.
Agreeing with Mr. Tuyen, Mr. Isabeau Vilandre focused that the 2013 Constitution brought about some fundamental changes in the mindset and perspectives. Therefore, it is a must to set up some significant directions for legislative activities, and the evaluation of implementing Resolution No. 48 at this moment is essential and very necessary to identify requirements of developing Vietnam legal system in the coming time./.
The Politburo of the Vietnam Communist Party promulgated Resolution No. 48-NQ/TW dated May 24, 2005 on the Strategy for building and improving Vietnam legislation system to 2010 and with the view to 2020. First time Viet Nam has a long term strategy with rather basic steps and solutions for building up and executing legislation in Viet Nam. Together with Resolution No. 49 dated June 2nd, 2005 on Strategy of Justice reform to 2020, Administrative reform Program 2001- 2010, first time the solutions on legislation building and organizing law execution and resources (human, financial, information etc.) have been deposited in the one whole complex with reasonable steps and road map.
