According to the Directive, the Prime Minister requests that ministers, heads of ministerial-level agencies and chairmen of provincial-level People’s Committees shall be responsible for disseminating Article 6 of Decree No. 79/2007/ND-CP dated 18 May 2007 of the Government. Accordingly, individuals and organizations have to rights to submit copies from the original books, certified copies or copies compared with their originals when directly asking for administrative procedures. In addition, these authorized persons are responsible for steering thoroughly the strict implementation of provisions of Article 6 of Decree No. 79/2007/ND-CP in the process of drafting and promulgating legal normative documents containing provisions on administrative procedures.

What is more, ministers, heads of ministerial-level agencies and chairmen of provincial-level People’s Committees have to revise legal texts providing for administrative procedures under the management of ministries, ministerial-level agencies, People’s Councils and People’s Committees at all levels to propose amendments or supplements in accordance with Article 6 of Decree No. 79/2007/ND-CP. These tasks shall be completed before 31 March 2015.

The Prime Minister assigns Ministry of Justice to collaborate with others ministries, ministerial-level agencies and provincial-level People’s Committees to implement this Directive. The Ministry is also in charge of collecting all suggestions of these ministries, ministerial-level agencies and provincial-level People’s Committees regarding such matter. Additionally, Ministry of Justice needs to improve the quality of the evaluation of legal documents and combine the activity of evaluation of legal documents with that of administrative procedure management. The Directive shall be widely disseminated to agencies, organizations and individuals for implementation.
