The bill is in the direction of additional building construction process, policy approval before drafting legal documents. The process of developing and approving policies will be defined in the programming period of building laws, ordinances annually.

Regarding the authority to issue legal documents, draft law put forward two alternatives: Option 1: 14 Rules to all 18 forms issued with legal documents (separate judges Council Resolution issued guidelines for uniform application of law enacted resolutions that explain legal documents). Option 2: Designing towards no authority to issue regulations of some entity as Chief Justice of the Supreme Court, the Chief Procurator of the Supreme People's Procuracy, State Audit of Vietnam, type of joint documents. Under this plan, only 8 subjects had the authority to issue legal documents with 8 forms of legal documents.

In addition, the Bill regulated by increasing the role and responsibilities of agencies and projects ordinances. Agency is responsible for project research, revise, explain and defend in the end before Congress both in 2 phases: the construction phase and approval of policy and the drafting stage, through the draft.
