Legal normative documents issued in March 2016

In March 2016, the Government and the Prime Minister issued 14 legal normative documents, including nine Decrees and five Prime Minister’s Decisions. In specific:
Decrees by the Government:
1. Decree No.14/2016/ND-CP of the Government dated March 15, 2016 stipulates lines, appropriate professional requirementsof the People's Army for citizens aged women perform Military service; citizenship exempt wartime enlistment and training of reserve second-class soldiers.
2. Decree No.15/2016/ND-CP, issued on March 15, 2016, amending and supplementing some regulations of Decree 79/2012/ND-CP dated October 05, 2012 on art performances, fashion shows; beauty and model contests; and circulation and trading of audio and visual recordings of musical and theatrical performances.
3. Decree No.16/2016/ND-CP dated March 16, 2016 on management and use of official development assistance (ODA) and concessional loans provided by foreign donors
4. Decree No.17/2016/ND-CP dated March 17, 2016 amending a number of articles of the Government’s Decree No. 112/2013/ND-CP of October 2, 2013, providing the sanction of expulsion and the measures of temporary custody and escorted transfer of violators according to administrative procedures, and management of foreigners committing violations of Vietnam’s law pending the completion of expulsion procedures
5. Decree No.18/2016/ND-CP of the Government dated March 18, 2016 amending and supplementing a number of aritcles of the Government’s Decree 53/2013/ND-CP issued on May 18, 2013 on the establishment, organization and operation of Vietnam Asset Management Company.
6. Decree No.19/2016/ND-CP dated March 22, 2016 regulates gas business.
7. Decree No.20/2016/ND-CP, issued on March 30, 2016 prescribes the national database on handling of administrative violations.
8. Decree No.21/2016/ND-CP, issued on March 31, 2016 providing social security agencies’ performance of specialized inspection of social insurance, unemployment insurance and health insurance premium payment
Decision by the Prime Minister:
1. Decision No.09/2016/QD-TTg of the Prime Minister issued on March 02, 2016 regulates credit loans for medical students upon their graduation and internship at licensed clinics and health facilities.
2. Decision No.10/2016/QD-TTg, issued on March 03, 2016 prescribes E-procedures at border seaports.
3. Decision No.12/2016/QD-TTg issued on March 11, 2016 on continuing the Decision No.30/2012/QD-TTg dated July 7, 2012 and Decision 1049/QD-TTg dated June 26, 2014.
4. Decision 13/2016/QD-TTg dated March 15, 2016 on the implementation of financial and personnel management mechanism at the General Department of Taxation and General Department of Customs in the period of 2016 - 2020.
