According to the report delivered at the meeting, administrative reform activities have reached some positive results. Notably, the Government issued Decree No. 24/2014/ND-CP dated 4 April 2014 providing for the organization of specialized bodies of provincial-level Committees, towards the streamlined and efficient organizational structures. In terms of the administrative procedure reforms, the Ministry of Justice has publicized 15 administration centers under the Ministry on the national database on administrative procedures, which has created favorable conditions for citizens and enterprises when implementing administrative procedures. In addition, a number of localities have paid much more attention to administrative reforms, such as Quang Ninh and Binh Duong. The strengthening capacity of civil servants and officials has also been focused with the taking place of exams to select and appoint leaders in the Ministry of Justice and the Ministry of Transport, for instance.

However, the administrative reform activities still have some shortcomings and drawbacks, and the results have been limited. For example, there have been 8 national-level plans and master projects which have not been developed and approved. Some of them are the project on the national databases on civil servant, officials and state employees and the strategy project on establishing and developing officials for the period of 2011-2020.

Concluding the meeting, Deputy Prime Minister Nguyen Xuan Phuc emphasized that agencies and localities must draft their plans on administrative reforms, in which the improvement of capacity and morality of civil servants and officials is the top priority. In order to do so, each member of the Government’s Steering Committee for Administrative Reform should be a good example in their agencies regarding administrative reforms. The Deputy Prime Minister also noted that we should promote new models for administrative reforms. What is more, it necessary to publicize the administrative reform indexes of agencies and localities. According to the Deputy Prime Minister, the administrative reforms should be considered as significant and ongoing tasks of agencies and localities, and the leaders shall take responsibilities for their organizations’ results of administrative reforms.
