Decree on the management and use of the state-owned residential houses

On April 2, Government has promulgated Decree No. 34/2013/ND-CP on providing detailed regulations and guiding the implementation of a number of contents about management, use, for hire, for hire buy and sold residential houses in belonging state ownership.
The Ministry of Construction is representative of the owner in the case of government, social housing is state-owned construction investment by the central budget (excluding social housing owned state ownership by the Ministry of Defense, Ministry of Public Security to self-raised investment in residential houses) and residential students by educational institutions under the Ministry of Construction is managing;
People's Committee of provinces and cities directly under the central government's representative for the owner of the house was owned by the state traffic management in the area.
Proceeds from the lease, lease purchase and sale of houses owned by the state under the provisions of this Decree after deducting management expenses and the cost of other valid shall be paid into the Fund Housing Development or in a separate section of the budget of the People's Committee at provincial level (for local juvenile development fund houses) to perform the maintenance and development fund houses owned by the State in accordance following maintenance and renovation of housing owned by the state; reinvestment housing owned by the state.
This Decree will take effect from the date of 06/06/2013.
