Attending the conference were representatives from the Office of Government, leaders of legal agencies under Ministries, the ministerial-level agencies, People's Committee, local Justice Departments. Justice Minister Ha Hung Cuong attended and chaired the meeting.

Deputy Director of General affairs on legislative development Department Nguyen Hong Tuyen presented the report overviewing the Project implementation and deploying the Circular No. 03/2010/TT-BTP.

Addressing at the conference, Minister Ha Hung Cuong affirmed that the legal construction and enforcement were two tasks receiving much concerns from the Party and State. In recent years, the Party and State have issued many policies to assure that laws be enforced strictly, uniformly and effectively.

However, the tasks of law enforcement still  faced with lots of shortcomings. To gradually overcome these problems, as stipulated in Decree No. 93/2008/ND-CP on August 22, the Government has assigned the Ministry of Justice to perform the functions of state management on the work of law enforcement, with two specific tasks namely to generally observe the law enforcement in the whole country and to guide and promote the activities of ministries, ministerial-level agencies,Government bodies , People's Committees of provinces and cities under the Central Government in observing the task of law enforcement.This task is new and of great importance relating to activities of organisations and agencies from central to local levels. On November 30, the Prime Minister signed Decision No. 1987/QD-TTg approving the project "Implementation of monitoring the work of law enforcement". And on March 3, 2010, Ministry of Justice issued the Circular No. 03/2010/TT-BTP guiding the tasks of monitoring law enforcement.
